Thumbs up text to audio tool

I have dylexia so I welcomed the article. I work for an agency serving the blind and the article is correct in pointing out that concerns are usually for people who are blind.

It's interesting that the article says:
  • Provide an audio version of a site's content

I can find many tools where a "reader" can read a text site, but I only found one tool that just changes a whole article to to audio. A while back I saw a tool that read the website for a reader. The little reader looked like one of the microsoft help wizards. I've searched and searched using google and can't locate the tool.

Does anyone know of a tool that can be added to a website to read it as a person reads the text?
