Php Search Engine Optimization

I just launched http://www.pay4projects.com and it has horrible seach engine compatibility. Where would i put the meta tags within a php website? All of the pages you several includes. Would I just put them at the top of the index coding?

Also I have a bulletin board forum that has no tags, where would those go? The board is at http://www.p4pforum.org

Most spiders dislike the "script.php?foo=bar&test=blah" stuff, they like "script.php/foo/bar/test/blah". See the difference? For starters, but there is a lot to take care of if you want to optimize.
