Need to create a certain effect

I have tried playing around with filters and I just can't get the same results or even close.

I have filmed a movie and seperated it into individual frames, and i want to apply a similar effect as that above to it. Any ideas? I want to be able to make it a automated process so that i can easily apply it to the other existing frames.
