I know Adobe Photoshop has a few tools to do it ok, but it depends on the file type.

Usually specifying the size in a HTML tag ( e.g. <img src="pic.JPG" width="316" height="144">) will make the image, as described, fuzzy.

Try using a specialised imaging program (e.g. Photoshop) and see if it comes out ok.

First rule about re-sizing images: Always make sure you resize to a multiple of the original size. In other words, if you have something that's 32 x 32, and you want to resize to a lot larger, resize it to something like 128 x 128, rather than like 125 x 125. It will resize much, much better.

Secondly, if you want to avoid "fuzzy" images, try turning off anti-aliasing. That will pixelate the image, rather than blurring the edges.

Excellent suggestions above.

Also, run it through a photo editor which has a "sharpen" command. Likewise, you may be happier with using the "blur" command for a smoothing effect. Depends on the pic, format, and what you're hoping for.

If you're greatly increasing the size, sadly there's nothing you can do to get the same quality as on the small pic. You should be able to make it viewable, but not good quality.

You can always shrink the size of an image with excellent results, but increasing the size will leave something to be desired every time.

its not easy to avoid pixelating if the image is too small.....the idea is to get a larger version of the image....but if you really have no choice, you can add some blur to it in photoshop just to avoid pixelating....it could work.
