PWS problems

I don't understand. There were times when the Personal Web Server (for windows 98 SE) worked just fine. But now it's not working.

When I had newly installed the PWS right after reformatting the computer and reinstalling the win98SE, later on it would have problems publishing my webpages. So I decided to uninstall and reinstall.

But during my first installation, there was a "Malicious Script" which I allowed, because I need to use the program and it wouldn't work otherwise (if I block it or delete it I don't remember my options).

But when PWS failed to publish I decided to reinstall (by uninstalling it first) PWS. But now when it comes to near the end of installation, this is the message it occurs:

sysocmgr.exe seems to be malfunctioning. But the PWS is in the Windows/system/inetsrv. So I opened the PWS found in inetsrv and "start" and the negative reply object says:

So I don't know what's causing the problem.
